Racing Vision 2030 is the Club’s roadmap for developing an equine industry in the Greater Bay Area, leveraging its triangle of racecourses at Sha Tin, Happy Valley and Conghua.
The foundation for the Club’s vision is the National Equine Industry Development Plan 2020-2025, which seeks to develop a high-quality equine industry in the Chinese Mainland. In particular the Club is seeking to develop horse sports in the Greater Bay Area, where it is working closely with the Guangzhou Municipal Government. The Club signed a Framework Cooperation Agreement with the Guangzhou Municipal Government in 2021 and a Deepened Collaboration Agreement with the Guangzhou Municipal Government in July 2026. The latter includes the development of a Guangzhou-Hong Kong Equine Industry In-Depth Co-operation Zone, as highlighted in Guangzhou’s Outline of the 15th Five-Year Plan.
The Club has also submitted recommendations for Hong Kong’s first Five-Year Plan, including to leverage Conghua Racecourse as a strategic platform for deeper Guangzhou-Hong Kong co-operation and to position the Greater Bay Area as a global equine industry hub.
The Club is actively supporting the development of equine professionals in the Chinese Mainland, including through vocational training, veterinary science development and integrity training. Through the Guangzhou Conghua International Racing Development Centre, currently under construction, the Club will also be able to facilitate international horse movements, opening up new possibilities for the Mainland’s equine industry, including for domestically bred horses.
